STDS IX & XI: CBSE LETS SCHOOLS REGISTER UP TO 45 STUDENTS:

    10/15/2018 12:00:00 AM
    STDS IX & XI:

NEW DELHI: Schools facing difficulty while registering students in classes IX and XI for the 2018-19session are being asked to contact the regional offices of Central Board of Secondary Education (CBSE).

☛ The Board has, as a temporary relief for this year, allowed the schools to register up to 45 students per section instead of 40 as per the rules. However, private schools will have to pay the penalty to be levied against the school for violation of the stipulated student to section ratio. Schools having students in excess of data entered by the school in the Online Affiliated School Information System (OASIS) are facing difficulty.

☛ According to a CBSE official, “The Board has asked the schools to request the regional offices. But they have to give justification about the excess students for seeking permission for their registration. The online system will be opened for them and they can update (edit) the data in OASIS, but that must be supported by evidence…”

☛ While the last date for registration without late fee is October 22 the schools can register till November 28 with late fee. “If the schools have the infrastructure and space, they can add new sections and submit the details seeking permission for the additional section,” said the official.

    10/15/2018 12:00:00 AM
OU SAYS ‘NO’ TO SCRAP DETENTION SYSYTEM:

Osmania University has turned down the request to scrap the detention system and sought to dismiss the misinformation campaign against the system, being followed in the University College of Engineering.

☛ In a statement here, Vice-Chancellor S. Ramchandram said, the companies coming for campus interview place a premium on recruiting candidates with a sound academic record and those without any backlogs. The present detention policy would help students improve their academic performance and prepare them for the tough job market ahead.

☛ The V-C also denied the allegation of students that there have been large-scale detentions during the last academic year under the Choice-Based Credit system. He said out of 18,947 students who appeared, only 8.4% of the students have been detained.

☛ In first year it was 2% out of 5449, second year 13% of 4466 and 8% out of 9,032 in the final year. It has been observed that most students who have been detained had taken admission in affiliated colleges under management quota.

☛ He said a student is detained only when the candidate fails to clear more than 50% of total credits they have earn during the current academic year.

    RELAXATION GIVEN:

☛ On the request of the students, relaxation of 9 credits has been given last year which has been continued this year also. Further relaxation is not possible, he said, and added that it is unfortunate that even parents are supporting the students’ agitation.

The students now have to secure a minimum 33 per cent marks in both theory and practical combined to get the pass in the examinations. This was done to bring the examination at par with the criteria followed by other state boards across the country.

HERE ARE THE MINIMUM MARKS REQUIRED BY VARIOUS BOARDS TO CLEAR CLASS 10 AND EXAMS:

    1.CBSE

☛ From 2019, the Central Board of Secondary Education has relaxed the passing criteria for Class 10 students. This means there will be no need for them to secure 33 per cent separately in both board exams and internal assessments. However, the board has not revised the passing marks for Class 12 examinations.

2.CISCE ☛ The pass marks for Class 12 ISC exams are at 40 per cent and that for Class 10 ICSE exams at 35 per cent. From 2019, the minimum marks will be decreased. For the Higher Secondary Examinations (class 12), students need to score a minimum aggregate of 30 per cent in continuous evaluation (CE), practical evaluation (PE) and terminal evaluation (TE).

The minimum score required to pass the board exams in Telangana is 35 per cent. For intermediate exams, the division in which the candidates are placed is decided on the basis of their passing all the papers in year one and two.

    5. Gujarat Board (GSEB)

☛ The Gujarat Secondary and Higher Secondary Education Board (GSEB) conducts the class 10 and 12 board exams in the state. In 2010, the board had lowered the pass marks for the board exams from 35 per cent to 33 per cent per subject.

    6.Tamil Nadu (TN Board)

☛ The Class 10 and intermediate examinations in the state are conducted by the Directorate of Government Examinations (DGE). For the Higher Secondary Examinations (class 12), the minimum aggregate score required is 70 out of 200. Students must score at least 40 out of 150 marks in theory exams and 30 out of 50 marks in practical exams. For SSLC exams, the pass marks are at an aggregate of 35 per cent.

The mark division has been at 90 points each for the subjects since 2011. There are also 10 points awarded for internal evaluation.

☛ “One exception is when the examinee does not take the exam from any school, in which case there are 10 extra points in the written papers. The board has set 25 marks as passing numbers. And a student must pass in every subjects,” the Council said.

    10. Odisha (BSE Odisha)

☛ The Board of Secondary Education, Odisha has noted that the minimum marks required to pass the HSC examinations in the state are 30 per cent. All students who score at least 33 per cent but less than 45 per cent will be considered to have passed in the third division.

☛ “A candidate who fails in the examination for not having secured the required pass marks in one or more subjects but who secures 250 marks or more in the aggregate will have the option to clear his deficiencies by appearing at the examination up to a maximum three consecutive examinations immediately following the one in which he has failed. GIRLS FARE BETTER IN EDUCATION INDICATORS REVEALS WORLD BANK REPORT:

    10/13/2018 12:00:00 AM
    GIRLS FARE BETTER IN EDUCATION:

NEW DELHI: World Bank recently released it's, Human Capital Index report. Among other aspects of living, the report also addresses key areas in education. The three indicators included in the report which address the education of children in a country are Expected Years of School, Harmonized Test Scores, and Learning-Adjusted Years of School.

☛ The three indicators focus primarily on school education since one of the main focus of Human Capital Index report is to find out if early health care and education prepare children to succeed and prosper as adults in a rapidly changing world.

    EXPECTED YEARS OF SCHOOL:

☛ Expected Years of School is the number of years of school a child can expect to attain by their 18th birthday if they start preschool at age 4 and given enrollment rates in the country where they live, for a maximum of 14 years.

☛ The South Asia average is 10.5 while the worldwide average is 11.2. India fares lower on this scale than the South Asia average with expected year of school at 10.2. In case of girls, the expected year of school is 10.3 which is higher then the number for boys at 10.1.

    HARMONIZED TEST SCORES:

☛ Harmonized test scores combine data from major international student achievement testing programs into common units, where 300 represents minimal attainment and 625 represents advanced attainment.

☛ In these criteria, India has scored 355 which is only marginally above the standard for minimal. Again girls have better scores on this indicator than boys. While the score for girls is 362, the score for boys is 347. India's score is lower than South Asia average at 364 and world average at 431.

    LEARNING-ADJUSTED YEARS OF SCHOOL:

☛ This indicator discounts time spent in school by a factor measuring how much children learn. It is calculated by multiplying Expected Years of School by Harmonized Test Scores as a fraction of the advanced attainment benchmark score of 625.

☛ On this indicator, India has scored 5.8 which is lower than South Asia average at 6.2 and world average at 7.9. The score for girls is 5.9 and for boys is 5.6.

☛ These indicators certainly show that India needs to work more to reach the average scores for South Asia combined. Meanwhile India has rejected the findings of the World Bank's Human Capital Index (HCI),which has placed the country at 115th position out of 157 countries.

☛ "The government of India, therefore, has decided to ignore the HCI and will continue to undertake its path-breaking programmes for human capital development aiming to rapidly transforming quality and ease of life for all its children," the Finance Ministry said in a statement.

MAHARASHTRA: 36 COLLEGES ELIGIBLE FOR AUTONOMY:

    10/13/2018 12:00:00 AM
    MAHARASHTRA:

☛ A TOTAL of 36 colleges in the state have been found to be eligible for applying for autonomy of which 12 are affiliated to the University of Mumbai, according to data compiled by the government.

☛ The institutes can apply to the University Grants Commission (UGC) and if granted the status, they will be eligible to get Rs 5 crore each under the Rashtriya Uchchatar Shiksha Abhiyan (RUSA).

☛ Some of the colleges identified are H R College of Commerce and Economics, K P B Hinduja College of Commerce, R A Podar College of Commerce and Economics, Guru Nanak Khalsa College of Arts, Science and Commerce and College of Social Work.

☛ The colleges have been awarded grade ‘A’ by the National Accreditation and Assessment Council (NAAC) for at least three consecutive cycles. Colleges that have grade ‘A’ or a score of 3.5 and above from NAAC for three cycles are eligible for autonomy status, according to the UGC.

☛ The state project directorate of RUSA has identified 36 such institutes and is pushing for them to apply for the status. “We are following up with these colleges to apply for autonomy with the UGC. Many of the colleges have shown an inclination to do so,” said Meeta Rajivlochan, the state project director for RUSA.

☛ The state higher and technical education department, too, is pushing for autonomy for more number of colleges.

NAAC is an autonomous body that grades educational institutions based on their performance, curriculum, evaluation, faculty and infrastructure. An accreditation from the apex body benefits colleges as they get more funds from the UGC, RUSA as well as other central departments. Autonomous colleges will also have academic liberty to design their own courses and employ more teachers.

☛ Currently, Maharashtra has 56 autonomous colleges across 13 non-agricultural universities, which is 1.3 per cent of the 4,374 colleges in the state. For colleges to be eligible for autonomy, they have to be accredited by the NAAC.

☛ However, in a recent compilation, the state government found that over 70 per cent of the 4,374 colleges do not have a NAAC grade. The University of Mumbai, which has 791 colleges affiliated to it, has only 17 autonomous colleges. Only 273 colleges affiliated to MU have NAAC accreditation. The university itself has not been able to get a re-accreditation from the NAAC since April last year.

PRE-KINDERGARDEN HOURS TO EXTEND TILL 4PM:

    10/13/2018 12:00:00 AM
    PRE-KINDERGARDEN:

☛ Tamil Nadu government released a draft of preschool syllabus, proposing to extend the school hours for pre-kindergarten children till 4 pm. According to the draft, students will be permitted to take nap post-lunch in the afternoon.

State Council for Educational Research and Training (SCERT), released the draft asserting to change the current schedule which ends by 1 pm. The draft proposes to plan activities after the afternoon nap ends.

☛ Some feedbacks from parents and educators include opposition on increasing school hours of such young children as it would detrimental to their health, while parents from nuclear familiesexpressed their support to the state proposal.

☛ “Though the draft syllabus prescribes various play-based activities, the child should ideally run around or play in the open instead of sitting in classrooms,” states President of Tamil Nadu Students’ Parents Welfare Association, S Arumainathan.

☛ Reportedly, a child rights’ activist, Andrew Sesuraj, says in a media statement, “The move would help working parents focus better on their work, but having a fixed schedule, frequent switchovers and a spectrum of work in the same day might not help the children in reaching the goal. Instead, it should be flexible and teachers should have the time to explore their creativity.”

It is clear that more than 70000 students who have passed out in May 2018 would get their degree certificates from the University of Madras by December 2018 and this would be 161st convocation of MU. 74 PRIVATE DELHI SCHOOLS UNDER SCANNER FOR ‘NOT ADMITTING’ EVEN ONE [POOR CHILD IN 2 YEARS:

    10/11/2018 12:00:00 AM
74 PRIVATE DELHI SCHOOLS UNDER SCANNER:

New Delhi: The Directorate of Education is verifying claims of a Delhi Commission for Protection of Child Rights (DCPCR) report that says 74 private schools in the national capital territory did not admit a single child from the Economically Weaker Sections and Disadvantaged Groups under the provisions of the Right to Education Act in last two academic years.

☛ The DCPCR found that 48 private schools had not admitted a single child from EWS/DG category in the academic year 2016-17 while seven of them had failed to do so in 2017-18. Nineteen such schools failed to comply with RTE norms in both academic years.

☛ The section 12(1)(c) of the Right of Children to Free and Compulsory Education Act, 2009, mandates 25 per cent reservation for children from economically and socially disadvantaged sections in private unaided schools.

☛ The Commission has sent a notice to the Directorate, briefing their findings and listing the defaulting schools. The Commission also intends to conduct an inquiry of its own and has thus asked the Directorate to produce information and documents related to the matter.

☛ “We, working together with an NGO called Indus Action, ran data analytics on admissions and seat allotment data of last two to three years. A study commission was set up to check the status of implementation. The process took nine months,” said Anurag Kundu, a member of DCPCR.

☛ All EWS/DG admissions in Delhi NCT are logged online, Kundu explained. Schools log on and put information of allotment and admission so that all data is recorded.“Not a single child was admitted. Zero. It raises serious questions and calls for a serious enquiry,” Kundu said.

☛ The Directorate, however, sought to downplay the graveness of DCPCR’s findings. They said they would first verify the findings and then assess the next course of action.“The information is being compiled. It will take a couple of days and only then will I be able to comment on it. The file is being processed, whether we will supply that information to the Commission or not, whether the Commission is authorised to do it or not, we are examining that,” said Sanjay Goel, director of education.

☛ “As far as schools are concerned, we are examining the 74 schools, examining the veracity of the information, and if there is truth to the claims, then we will reply to DCPCR and we will take action accordingly as well,” Goel added.

☛ The Directorate is corroborating the information, Goel said. The department will also examine seat allocations in the last two academic years. Goel claimed that some of the schools mentioned in the DCPCR report might have shut down, which would lead to admission data showing up as nil.

The Commission did not agree with the Directorate’s argument and stressed the need to reach out to parents who had applied for seats allotted to their children under the RTE Act, to cross-check with school’s version.

☛ “Even if I concede that the schools shut down, is it possible that all 74 schools shut down? And even if some did, why were the seats then allotted? The directorate allotted the seats for EWS/DG quota itself,” Kundu underlined.

☛ The Commission has advised the Directorate to closely examine the defaulting schoolsand scrutinise their recorded responses for the denial of admissions. They have also sought the phone number of parents who were allotted seats in these 74 schools, the excuses given by the private schools, and the subsequent action taken by the Directorate to help conduct their separate inquiry.

DCPCR has asked the Directorate to submit this information by October 20.An official in the Private Schools Branch of the Directorate, speaking on the conditions of anonymity, said there were only two repercussions for schools if they denied admissions to children from EWS/DG quota under the RTE Act.

☛ “Either they will be derecognised or they will be taken over by the government. There is no monetary penalty,” the official said. “And we don’t often derecognise schools because we have to keep in mind the students and teachers of the school.”

☛ He informed that the RTE implementation in Delhi has increased from 34 percent in 2014-15 to 76 per cent in the present day. He also said that admissions under EWS/DG quota had increased from 9,000 in 2011-12 to 33,000 today.

☛ “There are about 2,400 to 2,800 seats under EWS/DG quota that are vacant. There are no applications,” he added. The official also argued that there were no big or famous private schools among the 74 listed in DCPCR’s report, a view that DCPCR did not take kindly to.

☛ Kundu said it was imperative the schools were examined. The schools would be given a chance to explain, according to him, but those who had flouted the RTE provision and denied admission to children from EWS/DG quota should face strict action.

☛ “Irrespective of whether schools were major schools or minor ones, parents wanted admission for their children, they applied, seats were allotted, but admissions were denied. So that is an irrelevant line of argument,” Kundu said.

THIS SCHOOL IN ODISHA HAS BEEN OPERATING FROM A HUT FOR THE PAST FIFTEEN YEARS:

    10/11/2018 12:00:00 AM
    THE SCHOOL IN ODISHA:

☛ A school in Odisha has been operating out of a hut for the last fifteen years.

☛ The school is located in Moroda, which is in the Mayurbhanj district of Odisha. The reason for the school being a hut, and continuing to be a hut for the last fifteen years, is 'land disputes.'

☛ The government school currently houses students from standard 1 to 5, and operates all year round. Except during bad weather. A teacher, BS Behera, tells ANI , how mid-day meal is cooked at the same place" for the students, and "classes are impossible during rain/storm."

☛ The reason this school has not been shifted, is because there is no school building to move them to and their own school building was not constructed for fifteen years. Instead, thirty-three students of different age groups jostle for space inside a small, which hut has remained constant since 2002, when the project to build the school got caught up in the alleged land dispute.

☛ A social worker from the district, Sanjib Rout, stated how, "the school is many years old and it has remained as such since its formation. It proves a failure of government machinery as well as the local leadership. Education department should have taken an initiative the issue would have resolved long back."

☛ The small hut which houses this school also lacks basic amenities like drinking water and toilets. But there is a positive side to it - that people are still continuing to go to school despite not having access to a proper school structure to even house them.

☛ 10 years from now it won’t matter if it was a Hur or a Posh AC school as long as the Kids continue to be educated! The way I look at it ! Awesome despite the odds kids have access to education.
