UGC TO COME UP WITH NEW REGULATIONS TO DEAL WITH STUDENTS’ COMPLAINTS:

    11/19/2018 12:00:00 AM
UGC TO COME UP WITH NEW REGULATIONS:

☛ Faced with complaints from institutes, the University Grants Commission has revamped its grievance regulations with "improvements" and will soon be putting a new version to public for feedback, which will include revised norms for appointment of an ombudsman, a top UGC official has said.

☛ As per the UGC (Grievance Redressal) Regulations 2012, all higher education institutes are required to appoint an ombudsman for redressing grievances of students. But a superficial survey reveals that none of the central universities, at least in Delhi, has this figure to arbitrate as an impartial authority, or if they have, they have been appointed against the eligibility criteria.

☛ "We are suggesting new procedure for resolving the grievances and how ombudsman will come in the process at the third or fourth level and what will be the guidelines regarding appointment of Ombudsman. They are also being revised," UGC Secretary Rajnish Jain told IANS.

☛ Asked why the commission has failed in making institutes appoint the Ombudsman, Jain said: "We had been pressing institutions for having an ombudsman, but there were problems which were mentioned by these institutions... so now all the implementation-related problems will be taken care of in the new regulation."

☛ He, however, did not say what these complaints were or pertained to what aspect of the appointment criteria. The 2012 regulation stipulate that the Ombudsman shall be "a person who has been a judge not below the rank of a District Judge or a retired professor who has at least 10 years' experience as professor".

☛ In a clear violation of the regulation, Jawaharlal Nehru University has appointed as Ombudsman its own Rector and a professor at the university, who is charged with hearing grievances of only faculty members and not of students at that.

☛ Although Delhi University and Jamia Milia Islamia, both central universities, have a grievance cell or committee, but no Ombudsmen - the authority provisioned for in the regulation to hear grievances of students after they have "availed of remedies available in such institutions for redress of grievance".

☛ Documents accessed by IANS reveal that a portion of the blame for universities' inability in appointing Ombudsman can be laid at the UGC's door. TERI University, a deemed to be university, wrote at least thrice during 2016-17 to UGC's then Secretary for a panel of names to choose an Ombudsman from, but failed to get any response.

CHANGING MINDSETS OF STUDENTS AND THE CHANGES WARRENTED IN TEACHING APPROACH:

    11/19/2018 12:00:00 AM
    CHANGING MINDSETS OF STUDENTS:

☛ The situation has presently arisen when the parents and the teachers will need to make their extra efforts to imbibe the students to develop an improved interest in their studies and the need to excel in the academic career.

☛ Today’s generation of students is extremely clever and intelligent. However, their interests spread to other aspects apart from learning and education! One of the main reasons to be attributed for this attitude of lack of interest in studies is that the teaching methodology and approach have not been in the right mode to kindle the students’ interest in academics. Otherwise, the system of skill-based teaching is not being followed. The latest surveys and analytical reports indicate that the teaching methodology must be changed to meet the changing trends and mindsets of the students.

☛ Thus, it has become imperative for the teachers and the parents of the students to make additional efforts to kindle the academic interest among them. They need to analyze the reasons for the lack of interest in academic by the students and accordingly take the necessary recourses to guide them restoring them to develop in interest in academics. Here are some suggestions which may be of help in this teacher/parents endeavour in this regard:

☛ The present generation of students shows extraordinary flair in knowing more about technological development. The aspects of technological knowledge and features which have dominant entertainment aspects keep their attraction.

☛ Thus, there has to be changed in the present trend of teaching by exploring and taking them out of the classrooms. So, it is highly recommended that the teachers should dedicate some time to share the aspects of technological developments with their students.

☛ The parents also need to improve their knowledge of technical aspects and guide their children on this aspect. The students can be shown short multi-media video clips on different developments on the technology front and then share the experiences and reactions with them. This will ensure the students to prevent wasting their precious time in pointless pursuits of entertainment. They will also appreciate the need for better time management while simultaneously developing their knowledge and multi-media related developments.

    IMPORTANCE OF EDUCATION THROUGH INTERNET:

☛ If the training/coaching classes and the communication exchanges are changed and tuned to adapt the internet-related learning, the students will definitely display extraordinary interest in the academics and classes.

☛ With the ever-advancing information technology growth, it is now easily possible to change all the syllabus and associated lessons and practicals on the website formats on the internet. This technique would be superb to enable the students to pick up the lessons and then share their learnings.

☛ If the home-work and associated exercises are uploaded on the net all the students will learn easily without any doubts/confusion. This would also enable to get rid of the reservations/shyness to share their personal views. Further, it would be possible to analyse the individual learning skill of each student and then guide them on a personal basis accordingly. This would also prevent the average performing students with posossible inferiority complex and shyness to get rid of the same. The teachers must realize that at the present technology level, it is rather easy to design a separate webpage on a simple level.
