    NEET: LIST OF TEACHERS ARE NOT WORKING PROPERLY:

    District Education Officers have been ordered to prepare the list of teachers who do not come to the NAT Entrance Exam.

    ☛ Plus 2 general selectors, to join the medical course, have to pass the NEET Entrance Examination. MBBS, BDS, and Natural Medical Studies are required. Need for selection of students. For this, training centers have been set up in 412 schools across Tamil Nadu, with the help of private companies. More than 2,000 authors, including government and state aid schools, have been selected for their training.

    ☛ There are complaints that government-assisted school teachers are coming to complete work and some of the school teachers are not working properly and giving them a ticket. In rural areas, the training course is conducted only online, mostly without teachers. From side to side there have been complaints of child for education.

    ☛ Hence, students have been ordered to send alternative teachers to NEET free training to ensure that students do not get affected. Until now, the OC has been ordered by the Chief Secretaries through district officers to prepare the list of teachers who did not come up with the training courses.

    ☛ Chennai, temporary lecturers, is unlikely to work, says Higher Education Minister, Anbalagan said.

    ☛ His interview yesterday at the Chennai University campus: Government Arts and Science College, 1,883 in the morning class and 1,661 in the afternoon class, are acting as Honorary Lecturers. In the Annamalai University, the teachers who are surplus are employed in government stones through alternative work. During this appointment some temporary lecturers did not get the chance to stay in service.

    ☛ If they take the attention of the government officials, then the temporary lecturers will be given alternative jobs in other rocks. Temporary lecturers are unlikely to have a permanent job. Special attention should be paid to provide some privileges, prioritize and choose during the appointment process. In the present situation, the task cannot be permanent.

    ☛ For that, no special selection will be conducted. Instead, they will be given a special opportunity. In the Nirmaladevi case, the investigation will be completed and the punishment will be given to those involved. The inquiry goes in the right direction. In this problem, no one can escape. The governor's statement regarding this will not affect the investigation.

    CBSE CHANGES ITS AFFILIATION RULES:

    THE CENTRAL Board of Secondary Education (CBSE) has amended its affiliation norms making it mandatory for schools to disclose fee structure and not levy any hidden charges on parents, failing which the institution can lose it affiliation.

    ☛ Under the revamped bylaws, the application process has been made simple. The CBSE has reduced the paperwork drastically —from 14 documents to just two documents to be filed at the time of application.

    ☛ Speaking to reporters at a press conference on Thursday, Javadekar said that in future getting a no-objection certificate (NOC) from the state government along with a self-sworn affidavit by the applicant would be enough for the Board to process an application for affiliation. The NOC would essentially be a document vetted by the district education officer validating aspects such as building safety, sanitation and land ownership, among other things.

    ☛ The affidavit, on the other hand, would certify whether the school is following the CBSE’s infrastructure and fee norms.

    ☛ “There was a lot of duplicity of work. Earlier, once a school had the nod of the state government, the CBSE would reverify all the aspects already checked by the state government. This turned into a long-drawn process. Now the Board will not revisit any of the aspects already covered by the state government at the time of giving the school an NOC,” said Javadekar.

    ☛ Inspection of schools, the minister said, will not be based on academic indicators and learning outcomes. There are currently 20,783 schools affiliated to CBSE in the country.

    RRB GROUP D EXAM DATE AND CITY FOR REMAINING CANDIDATES FROM OCTOBER 19 :

    RRB GROUP D EXAM DATE AND OTHER DETAILS:

    Railway Recruitment Board, RRB has released a fresh update regarding the Group D Exam Date and City information for the CBT scheduled after October 29, 2018. As per the recent update, the exam date and city would now be released on OCtober 19, 2018, i.e. tomorrow and not today (which as earlier announced). The information on exam date and city is expected to be made live by 11 am tomorrow. Candidates are advised to keep checking this page for updates. Meanwhile, Group D Admit Cards for October 22 and later exams can be downloaded here.

    Mumbai: Railway Recruitment Board, RRB would be releasing the exam date and city for the remaining candidates tomorrow on various regional websites. As per the official notification available, the exam date and city information for the examinations starting from October 29 would be released tomorrow, October 18. The time is not known. Tentatively, the exam date and city schedule is expected to release at 11 am on rrbmumbai.gov.in, rrbajmer.gov.in, rrbchennai.gov.in, etc..

    ☛ Please note that the admit card and for the examination scheduled on October 22 would be released tomorrow as well. Also, the admit card for the RRB Group D CBT scheduled from October 29 is expected to be released by October 25. The tentative schedule of the dates of the examination and the date of release of admit cards are provided below.

    Principal Secretary (Home) Arvind Kumar told the media during this time that only written test will be taken for the recruitment of Constables. There will be no interview for this. Recruitment process of 41,250 constables is underway this year.

    ☛ Uttar Pradesh's DGP OP Singh said that 51,216 Constable Police Force would be recruited, 3,668 would be recruited as prison warden and 1,924 firemen would be recruited. On November 5, the notifications related to these recruitments will be issued. He further said that at present there is a shortage of about 42 per cent constables in the UP Police. It will be exam in January and about 97,000 constables will be admitted in June-July 2019.

    CBSE: MANDATORY FEE DISCLOSURE:

    ☛ The Central Board of Secondary Education (CBSE) has revamped affiliation norms for schools, taking the entire process online and focusing on learning outcomes, human resource development minister Prakash Javadekar said on Thursday.

    ☛ Schools will have to make mandatory fee disclosure and ensure there are no hidden costs for parents, he asserted.The new bylaws have simplified the procedure by preventing duplication of processes at CBSE and state government levels, Javadekar said.

    ☛ As per the current procedure for issuing recognition under the RTE Act and NOC, the state education administration verifies various certificates to be obtained from local bodies, revenue department, cooperatives department, etc. The CBSE used to re-verify them after the applications were received.

    ☛ “This is very long process. Therefore, to prevent this duplication, schools will now be required to submit only two documents at the time of applying for affiliation, instead of 12-14 documents being submitted earlier,” a statement issued by CBSE said.

    ☛ One would be a document vetted by the head of district education administration validating all aspects such as building safety, sanitation, land ownership, etc, and the other would be a self-affidavit where the school would certify its adherence to fee norms, infrastructure norms, etc., it said.

    ☛ As a result, the Board shall not revisit any of the aspects vetted by the state during inspection, and the delay due to scrutiny and non-compliance of deficiencies in these documents shall be drastically curtailed.

    ☛ Inspection of schools will now be outcome-based, and more academic and quality-oriented, rather than focussing only on school infrastructure, Javadekar said.This will not only help the Board and the school to track students’ progress over time, but will also identify areas that would need further efforts.

    ☛ The entire process will be online, the CBSE said, adding that applications would be disposed off in the same year.

    ☛ The school inspection will be done as soon as applications are received. On satisfactory inspection report, the Board will issue a Letter of Intent to the school, indicating its intention to affiliate the school.

    ☛ Schools will submit an online commencement certificate latest by March 31 of the given year, based on which the board shall confirm affiliation of the school. Only then shall the schools be able to start new academic session under CBSE.

    ☛ The new affiliation bylaws also lay thrust on achieving academic excellence through mandatory teacher training. Even the principals and vice-principals are expected to undergo two days’ mandatory training on an annual basis, the CBSE said.

    ☛ The CBSE statement said a special category of innovative schools has been added to include specialised schools, which are implementing innovative ideas in the fields of skill development, sports, arts, sciences and others.

    ☛ With regard to fees, a full fee disclosure shall be made and no hidden charges to be levied by schools in the garb of fees, the Board stated. Fee revision shall be subject to laws, regulations and directions of the appropriate government.

    ☛ Also, for the first time, the bylaws encourage schools to promote environmental conservation through harnessing solar energy, rain water harvesting, greening of campus, recycling and segregation of waste, Swachhata on campus, etc.

    ☛ CBSE, the country’s premier education board, has 20,783 schools affiliated to it in India and 25 other countries, with over 1.9 crore students and more than 10 lakh teachers.The bylaws were first made in 1988 and were last modified in 2012.

    CBSE TO CHANGE OVER TO STATE LEVEL:

    ☛ The central government has decided to bestow additional power/authority to the state governments in the system of approval for the CBSE schools.

    ☛ The central government has sent to circulars to all the states regarding this.

    ☛ As the CBSE syllabus covers additional features such as practical learning and the facility to check the intelligence/skill of the students, most of the private schools are changing over to the CBSE format of the syllabus.

    ☛ There are 20000 CBSE schools in the country and over 7000 schools in the state of Tamil Nadu following CBSE. The schools seeking changeover to the CBSE syllabus must first get the approval from the state government and the ‘No Objection’ certificate as per the state rules and regulations. Subsequently, these schools will have to submit various details to CBSE with documents regarding proofs of approval, and other certificates from the government.

    ☛ It might take 2 to 3 years to verify/scrutinize these applications for CBSE to approve. Hence, presently, most of the schools change over to CBSE without informing the state government by submitting the wrong documents or using the influence.

    ☛ CBSE has conducted a review/analysis and cancelled the approval given to 99 schools throughout the country.

    ☛ So, in order to avoid/prevent any maloperations or delays, CBSE has taken a decision to give additional authority to the state governments. As per this, the schools seeking No Objection Certificate from the state government will have to submit the state government approval and other certificates to the state government department of school education.

    ☛ The applications for approval for the syllabus should also be submitted to the school education department authorities. They will verify the documents comparing with the original and then issue approval. Once the approval s given, an attachment alone will be given by CBSE.

    CBSE has sent letters to all state governments regarding this. Once the feedback/suggestions are received from the state governments, the new system will be implemented.

    Porur in Chennai is an important locality and a government school in Porur is making sensational news now. The students, teachers belonging to the Government Higher Secondary School in Porur must feel happy and proud that their school has become first ever in the state of Tamil Nadu to issue smart identity cards for the students.

    ☛ Last week a pilot programme was inaugurated at the above mentioned school in Porur and it grabbed many eyeballs. In this school nearly 800 students studying in the classes eleven and twelve were issued smart ID cards. The purpose of this smart ID card is to keep a check on the entry and exit of the students plus alert the school headmaster and the parents if the students bunk classes.

    ☛ Brigantia is a firm that is involved in implementing this project and for that purpose this firm is working with the government. Mr. Ashok Kumar of this Brigantia expressed his views and spoke about how the smart ID card project has 2 main components namely a RFID or Radio Frequency Identification scanner and ID cards fitted with microchips. It is important to mention that the microchip has 10 different personal details of the students like name, address, name of father or guardian, name of the school, photography and year of issuance etc. All the entry and exit points in the school have got RFID scanners and when a student enter or leave through the gate then the scanners would read the microchip data. Whether the students are present or absent would be confirmed easily by means of a live digital attendance register monitored by the headmaster of the school.

    ☛ Head of the school, Kamala Rani spoke about the ad-hoc arrangements and how a permanent monitoring system would be making its presence felt. The parents mostly do not know what their kids are doing in the schools. This would not be there anymore as a message would be sent to the mobile phones of the parents whenever a student enters or exit the school. By this method the students would not have any chance to cut or bunk the classes.

    Mr. Ashok Kumar of Brigantia then revealed the fact that the scanners would suspend multiple entries from the same person and headmaster of the school would be alerted. As a result the students cannot give their ID cards to fellow students to bunk classes physically. He then spoke about how the ID cards have information about the blood groups of the students and these details would be useful in times of emergency.

    ☛ According to school education minister, Mr. K. A. Sengottaiyan, this smart ID card project would also be expanded to include all the 70 lakhs students belonging to government, aided schools in TN.

    NO TAKERS FOR THE PG ENGINEERING COURSES:

    ☛ Gone are the days when a student after finishing his/her bachelor degree in engineering in Tamil Nadu would pursue postgraduate degree in engineering in TN with great interest. The latest news is there were no takers for the post graduate engineering courses in the state of TN and due to this reason as many as 47 engineering colleges have closed 92 programmes for this academic year 2018-19. Just few years back there were many students who had interest and studied masters in engineering in subjects like power systems and engineering, communication systems and applied electronics and VLSI etc. Now it is revealed that along with other master’s programmes like MCA, MBA, ME programmes in the above mentioned subjects have been closed down in the 47 engineering colleges in TN. The list of courses and institutions that were given approval for progressive closure from this academic year was released by AICTE.

    ☛ A principal belonging to one of the colleges that had shut down PG programmes spoke about how in the last few years not many students got enrolled in PG programmes and how the enrolment has come down alarmingly. He then explained how in the last 2 years the master programme or ME in power electronics was kept going even without any student. He added that it was impossible to run these programmes without the minimum strength.

    ☛ The principal later clarified on how the sanctioned strength of the PG programme was 18 and how the course could be run only if the minimum strength was 15. He later highlighted the importance of the faculty members and said minimum of 3 faculty members were required to run a course. To run the course with just one or two students was impossible. There are 50 percent of the seats vacant in majority of the courses and as a result there would be more closure in the next academic year. This was also confirmed by the principal. AICTE statistics have confirmed that as many as 19 engineering colleges had closed 42 under graduate programmes and that included mechanical and computer science and engineering courses etc. Some professors spoke about the lack of proper planning while approving and starting of new courses in the colleges. They also explained that AICTE and engineering colleges needed to be aware regarding the demand of the courses.

    ☛ The lack of job opportunities was the main reason why students do not join PG programmes and this was confirmed by an educational consultant. He further added that postgraduate courses could attract more students only when the job prospects are more. Former vice-chancellor of Anna University, Mr. Balaguruswamy spoke about how this closure of PG programmes is a worrying trend and how it could affect the manpower in teaching and research.

    IIT BOMBAY TOPS FIRST QS RANKING FOR INDIAN UNIVERSITIES, IISC SECOND:

    ☛ The Indian Institutes of Technology (IITs) in Mumbai and Madras and the Indian Institute of Science (IISc) in Bengaluru have emerged as top three in the first standalone QS ranking of India’s higher education institutes.

    ☛ Incidentally, while the IISc was India’s best institution in the QS World University Rankings released earlier this year, the domestic league has pegged IIT-Bombay at number one. The IISc ranks second and IIT-Madras third. The table reflects the top 75 institutions of the country. Explaining the variance in performance of Indian institutions in the domestic and international tables, Simona Bizzozero, Communications Director at QS (Quacquarelli Symonds), a British company specialising in education, told The Indian Express from London that the ranking criteria for both were different.

    ☛ “Performance criteria used for the Indian University Rankings are the same as we use for the QS BRICS Ranking. In the global tables, academic reputation carries 40 per cent weightage, in the Indian edition it carries 30 per cent. The World University Rankings focus on research impact (citations per faculty) and the domestic league looks at research productivity (number of papers per faculty),” she said.

    ☛ The India University Rankings is the second country-specific rankings done by QS, after it released one for China on October 10. According to Bizzozero, the Indian tables will be followed by ones for Japan and South Korea. “Countries like India and China are important for us because of the sheer number of domestic and foreign students. It makes sense for us to start domestic tables for the largest student markets. The India University Rankings look at the Indian university system with an international lens. The institutions ranked in this table are those that have appeared in our BRICS ranking in the past,” she added.

    ☛ IIT-Delhi, IIT-Kharagpur, IIT-Kanpur, Hyderabad Central University, Delhi University, IIT-Roorkee and IIT-Guwahati figure in the top 10 institutions. IITs occupy seven of the top 10 places. Birla Institute of Science and Technology is the only private institution that figures among the first 20 on the table.

    Jawaharlal Nehru University (JNU) has not been ranked by QS, but it figures in the domestic league by virtue of doing well on parameters such as academic reputation and research productivity. According to Bizzozero, only universities and institutes that teach students at the graduate, postgraduate and research level across different disciplines have been assessed for the India Rankings. JNU has been left out since it primarily caters to students pursuing research.

    ☛ Institutions have been scored on academic reputation (30 per cent), employer reputation (20 per cent), faculty-student ratio (20 per cent), proportion of staff with PhD (10 per cent), papers per faculty from Scopus database (10 per cent), citations per paper from Scopus database (5 per cent), proportion of international students (2.5 per cent) and proportion of international faculty (2.5 per cent).

    DIGITAL ATTENDANCE IN THE SCHOOLS:

    ☛ The Tamil Nadu School Education Department has decided to implement changes in the government schools in line with private schools.

    ☛ Instead of slipper, shoes have to provide; 'Smart' class with camera; New type of uniform; Keep the facial identity, sign up and register, 'digital' tool; Programs such as sending home lessons, text messages to mobile phones, come into effect.

    ☛ The new curriculum is being implemented by the School Education Minister, Sengottaiyan, in the process of modern changes in government schools. Accordingly, the curriculum has been changed for 13 years and the new course has come into force.

    ☛ In general exams, the 'Ranking' system, which has put pressure on students, has been canceled. In general examinations, the number of language courses is also reduced to one. Plus 1 is a public choice. As these programs have been welcomed, many more changes are being implemented by the School Education Department. Accordingly, two different types of new uniforms come into effect next year, from 1st to 8th.

    ☛ And in the form of private school uniforms, 'Design' s like a grid laid combining multiple colors, uniforms are designed – Instead of Sandals shoes have to provide, the government has decided. The files have been sent to the consent of Chief Minister Palani.

    ☛ In addition, the 'Digital' Registration Program is also being implemented to register students' returns at government schools. Registration of the faculty of the students will be recorded in the schools, and the recording tool will be installed in schools. For the purpose of this, the Digital Arrival Recording Tool has been in operation at Government Girls Higher Secondary School, Chennai.

    SMS: In all schools, major announcements and class wise housing details will be sent to the mobile phone of the parent's mobile phone. School classrooms, smart class and robotics are also in the classroom. The school also plans to conduct a "online" way of handling computers in schools.

    ☛ The school education department has implemented many new projects, with the assistance of private companies in 11.7 lakh students in computerized computer schools. As a part of this, the 'Atal Tinkering' Laboratory, which has been announced by the Central Government, is set up at MGR Higher Secondary School, Chennai, with the participation of the private organization. Opening the laboratory, the School Education Minister, Sengottaiyan said: In government schools, with the help of private organizations, the laboratory is set up and the 'robotic' training.

    ☛ This program will be extended to other schools. The Adal Tinkering Laboratory will be opened in 672 schools at the cost of Rs 60 lakh. Furthermore, 11.70 lakh students will be given a Tablet, which will be available in English and English in the morning and evening special classes. We are talking with the Central Government.

    SMART CARDS FOR OVER 70 LAKH GOVERNMENT SCHOOLS:

    ☛ It is to be recalled that Chief Minister Edappadi K Palaniswami announced in the Assembly in June that smart cards would be distributed to students.

    CHENNAI: The School Education Department will soon distribute smart cards, with either QR or Bar Code technology, to all students of government and aided schools, according to an order issued by Pradeep Yadav, principal secretary to the department.

    ☛ The smart card will eliminate the need for further identification cards and will be used to store the code along with nine other vital information points such as name, student ID, date of birth, blood group, photograph and address, among others.

    ☛ “The QR or Bar Code will store all information about the student and it can be obtained from the common database,” the order said.

    ☛ The smart card will be distributed to 70.60 lakh students, of whom 46.61 lakh children study in government schools and 23.99 lakh in government-aided schools, the order said, adding that the government has created an education management information system and smart card application ready for use.

    ☛ The printing and distribution of the smart cards will be carried out by the Director of the Tamil Nadu Text Book and Educational Services Corporation at the budget of nearly 12.71 crore, according to the order. Any additional expenditure will be presented before the Assembly, the order said, adding that unexpected expenses would be met from the contingency funds.

    ☛ It is to be recalled that Chief Minister Edappadi K Palaniswami announced in the Assembly in June that smart cards would be distributed to students.

    CBSE CLASS 10,12 EXAMS 2019 REGISTRATION:

    CBSE Class 10, 12 exams 2019: The Central Board of Secondary Education (CBSE) is likely to begin the registration process for Class 10, 12 exams this week for the academic session 2019-20. Last year the registration process was started from October 17. The affiliated schools should register themselves before proceeding for online registration. The online registration process will be on at the official website, cbse.nic.in.

    ☛ The board has already started the registration process for Class 9, 11 students, the online window of which will be closed on October 22. As per the release, the schools have been advised to offer subjects permitted by the board, else CBSE may take action against the school which lead to cancellation of candidature of such students.

    IS ‘AADHAAR’ NECESSARY TO APPLY?

    ☛ According to CBSE, the ‘Aadhaar number’ is not required for online registration. The Aadhaar number field has been provided, however, the students not in possession of the same may enter wither their passport number, ration card number, bank account number or any other government valid identity.

    ☛ In respect of foreign nationals, passport number can be provided. If passport number is not available, Social Security Number/ID Number issued by that Foreign Country may be mentioned.

    CBSE CLASS 9, 11 REGISTRATION: APPLICATION FEE:

    ☛ The students have to pay an application fee of Rs 150, however, the students with disabilities will get exemptions. The last date to submit online application fee is October 22. Candidates can submit application fee till October 30 with a late fee of Rs 500, Rs 1000, Rs 2000 and Rs 5000 for registration from October 31 to November 12, November 13 to November 20 and November 21 to November 28, respectively.

    TISSNET 2019 EXAM REVISED, ONLINE REGISTRATION:

    TISSNET 2019 Exam Date: The Tata Institute of Social Science (TISS) has now revised the examination schedule of TISSNET 2019. On September 18, 2018, TISS released the exam notification and declared that the TISSNET examination will be held on January 19, 2019. Now as per the official website, the exam date has been changed to January 13, 2019. As per the notification, the exam will take place one week early and exactly one week after XAT 2019. Only test date has changed and the rest of the syllabus is the same. The registration for TISSNET will start from October 22, 2018, from 10:00 AM onwards.

    ☛ All the aspirants will have about 50 days to register for the exam, as per the report. The registration window is scheduled to close on time, that is at 5:00 PM on December 10, 2018. Although the registration for TISS will begin soon, the application form for SNAP is available until 26 November.

    ☛ TISS is considered as a prominent institute. TISSNET 2019 will offer admission in M.A., M. Sc., M.H.A., M.P.H. courses. Many of them are somehow equivalent to MBA degree. Courses like M.A. in Human Resource and Labour Relations are some of the programmes that are selected by candidates who are interested in management studies. As per the sources, there are a total of 60 seats for HRM in TISS, available at Mumbai campus only.

    ☛ In the TISSET 2019 Application Form, aspirants can select a maximum of three courses out of total 55 programmes. All the students need to fill the one form only and there will be one examination for the number of courses selected by a student. The admission will take place according to the order of preference of the courses selected by the students.
