CBSE TO REVISE MODERATION POLICY FOR 2018 CLASS 12 BOARD EXAMS:

    9/27/2018 12:00:00 AM
NOW CBSE TO FOLLOW THIS PROCEDURE FOR THE BENEFIT OF MANY STUDENTS:

☛ After a long debate, the Central Board of Secondary Education (CBSE) is finally planning to do away with or moderation policy or grace marks from the next academic session.

☛ As reported by Times Now, the board is preparing to do away with a clause in its marking system, moderation policy, which resulted in soaring marks in class 12 results.

☛ Meanwhile, on April 25, CBSE scrapped the moderation policy under which grace marks are given to students in exams for difficult questions. In a reply to plea filed by parents and some students, the Delhi High Court also instructed the board to follow its 'moderation policy'.

    MORE ON THE REPORT:

    • As per sources, the CBSE examination committee will also be meeting later in this week.

•In the meeting, the board will consider revising their policy and removing the clause that board has adopted all these years.

HERE’S WHAT A SENIOR BOARD OFFICIAL SAID:

☛ As reported by Time Now, a senior board official said they want to ensure true marks of students are reflected in the board examination and to maintain the pass party, marks of students are moderated.

☛ This is unfair to those who work hard as moderation is not applicable if a student gets 95 marks or above, he added.

    HRD MINISTER PRAKASH JAVADEKAR VIEW:

☛ While commenting on the grace marks policy, the Union Human Resource Development Minister Prakash Javadekar on June 24 said that generous marks distribution of marks will soon stop. "I will stop bad practices in the field of education."

☛ "Students have to work hard to earn marks. It isn't possible that everybody scores 100 out of 100 in all subjects. There should be some restrictions while awarding marks,"Javadekar added.

WHAT IS GRACE MARKS POLICY OR MODERATION POLICY?:

    • It is a common practice adopted to "bring uniformity in the evaluation process"

    • In simpler terms, marks scored by students are changed to align with the marking standards of different examiners.

    • Under the moderation policy, students are awarded up to 15 per cent extra marks in certain papers if the questions are deemed to be difficult.

☛ However, as said there would be a difference in the implementation of the policy as states like Maharashtra, Haryana, Himachal Pradesh, Bihar do not have any such moderation policy.

☛ On the other, it is seen that Goa, Uttarakhand, Tamil Nadu uses this policy to improve their overall pass percentage in the state.

    HERE’S WHAT STUDENTS CAN EXPECT:

☛ Also, it is expected that there will be a single papers for all students across India, which earlier was followed in three sets of papers.

☛ According to HT, sources have said that this will reduce the need to carry out moderation policy.

☛ Further, the committee is set to meet on June 29 where this issue will be taken up.

CBSE CLASS 10 MATHS EXAMS TO HAVE TWO TEST PAPER:

    9/27/2018 12:00:00 AM
    CBSE CLASS 10 MATHS EXAMS:

☛ Students appearing for the Central Board of Secondary Education (CBSE) Class 10 board exams in 2019 are likely to have the option to choose whether to answer a standard-level or the existing-level mathematics question paper, officials familiar with the development said. The choice will have to be made when forms for the exam are filled up later this year, they added.

On May 31, HT had reported that the CBSE was considering two sets of question papers for the mathematics exam. The syllabus for the exam would remain the same; but students would be examined at two different levels so that those not keen to pursue maths for higher studies can answer a simpler question paper.

☛ Officials added that this may start as a pilot project from March 2019 itself and, depending on its success, could be extended to the Class 12 board exams. The board has formed a 15-member committee comprising mathematics experts, and those from universities, schools and the National Council of Educational Research and Training.

“The National Curriculum Framework (NCF) document states that all subjects should be examined at two levels by the board, beginning with maths and English. It also said that students should have the choice between higher and standard level,” said a maths expert who was consulted.

☛ The officials cited above further said that the committee had suggested to keep the syllabus same, including teaching and pedagogy, but the same syllabus would be examined at two levels.

☛ An official said the higher-level paper would have more questions on applied mathematics and involve higher order thinking skills. The board had received representations to introduce two question papers from several schools across the country. The rationale was that students who do not intend to pursue maths would be able to avoid the tag they weren’t good at the subject if they scored low marks at the high-school level.

☛ A number of school boards overseas follow this practice. For instance, the Cambridge International General Certificate of Secondary Education has a core curriculum in each subject, which is generally within the ability range of a majority of the students. It also offers an extended curriculum that is designed for students who are more academically able. International Baccalaureate (IB) also provides this flexibility.

GOVT TO CELEBRATE SECOND ANNIVERSARY OF SURGICAL STRIKES:

New Delhi: The government is gearing up to celebrate the second anniversary of the surgical strikes, which was conducted by the Indian Army on terrorist launch pads in Pakistan in 2016.

☛ The event called Prakram Parv will be celebrated from September 28-30. An anthem for the same is also being prepared. The PM will inagurate the event on September 28 at the India Gate in the national capital.

☛ The three defence forces - Army, Navy, Air Force — will be taking part in the mega celebrations.

☛ A three-day public exhibition is being planned for this day, entailing a ‘selfie wall’, showing representative videos and a portion of the original footage of the strikes and stalls displaying equipment of the three defence services. DO NOT GIVE HOMEWORK TO SECONDARY CLASS: DEPARTMENT OF SCHOOL EDUCATION:

    9/26/2018 12:00:00 AM
CIRCULAR TO BAN HOMEWORK TILL CLASS II ISSUSED, HC TOLD:

☛ The Madras High Court has asked the Centre to direct all the states and union territories to ensure that no school, irrespective of educational boards, gives homework to students of Classes I and II, in accordance with recommendations of the National Council of Educational Research and Training (NCERT).

☛The order by Justice N Kirubakaran came on Tuesday after a petition filed by lawyer M Purushothaman, raising concerns about the welfare of students over homework being assigned to them in violation of NCERTguidelines.

☛ During the hearing in April, the NCERT submitted before the court that Class II students at the 18,000-odd CBSE schools should not be given homework and only three subjects should be taught up to Class III.

☛ Criticising a culture that is “robbing the innocence of children”, the order said it is unrealistic to expect students of kindergarten, and Classes I and II to do home assignments on their own and this should be prohibited.

☛ Noting NCERT guidelines issued in this regard, the order said that CBSE-affiliated schools are bound to follow the syllabus and books prescribed by the NCERT since the central government and the council decide the curriculum. “It is shocking and surprising to note that grammar and computer science have been prescribed for Class I students. It is not understandable as to how five-year-old children could comprehend the concept of computer or understand general knowledge,” the order said.

☛ Observing that CBSE schools were unnecessarily putting pressure on students by teaching irrelevant subjects not prescribed by the NCERT or CBSE, the court also ordered to direct concerned authorities “not to prescribe any other subjects except language and mathematics for Class I and II students, and language, environmental studies and mathematics for Classes III to V”.

☛ Asking the states to formulate policies to reduce the number of books carried by children, Justice Kirubakaran remarked that children were not weightlifters.

☛ The order also includes a direction to the Centre to make sure that every state government and Union territory forms flying squads to conduct inspections in schools to monitor compliance with the directions.

AADHAR NOT COMPULSORY FOR SCHOOL ADMISSION, UGC,NEET AND CBSE EXAMS:SUPREME COURT:

    9/26/2018 12:00:00 AM
    AADHAR NOT COMPULSORY- SUPREME COURT:

☛ The Supreme Court on Wednesday declared the Centre’s flagship Aadhaar scheme as constitutionally valid but said Aadhaar need not be made compulsory for school admissions. A five-judge constitution bench headed by Chief Justice Dipak Misra said Aadhaar would not be mandatory for school admissions, as also for the examinations conducted by the Central Board of Secondary Examination (CBSE), National Eligibility cum Entrance Test (NEET) for medical entrance and the University Grants Commission (UGC).

☛ The court struck down some of the provisions of Aadhaar including its linking with bank accounts and mobile phones. The apex court has, however, upheld seeding of PAN with Aadhaar.

☛ Recently, the Unique Identification Authority of India (UIDAI) had said that no children should be denied admission in schools if they fail to bring Aadhar. The statement was released after instances were reported where children were not being admitted to schools due to lack of Aadhaar.

☛ In a circular, UIDAI mentioned that for students whose Aadhaar number or whose biometrics in Aadhaar database was not updated, ‘it shall be the responsibility of the schools under Regulation 12A of Aadhaar (Enrolment and Update) Regulations to arrange for Aadhaar enrolments and biometric update’.

NEW CHANGE IN GOVERNMENT SCHOOLS FROM LKG TO PLUS TWO:

    9/25/2018 12:00:00 AM
    CHANGES IN GOVERNMENT SCHOOLS:

☛ The Government of Tamil Nadu is planning to conduct classes in the same school, LKG, to plus two.

☛ In Tamil Nadu, there are 57 thousand schools under government and private management. In this, only government schools, 37 thousand. Of them, 24 thousand primary schools; 7,200 neutral; 3,000 high; There are 2,800 secondary schools. The primary school, neutral, high and secondary school, running on separate campuses, causes students to switch from time to time to school.

☛ Because of this, many students get alternative certificates, and then do not attend any school, leaving school in half. To avoid it, school education is planned to facilitate the study of LKG to plus 2 in the same premises. Accordingly, in the first phase, one of the districts, one of the 32 schools, LKG, from 1st to 2nd, is facilitated to study in the same school. This gradually has been decided by the School Education Department to expand on the regional level.

☛ In this regard, Pradeep Yadav, principal secretary of school education, has discussed the meeting at the primary education staff meeting held in Chennai. Then, 'We are forced to implement this project immediately. In this regard, if there are political issues, they should face this change, "he said. If this scheme comes into force, many schools will be connected to one another. So, it seems, at least 1,000 more schools will be closed.

    WHY DO SCHOOLS LINK?

☛ In government schools, there are less than 10 pupils in many schools, as student admissions fall; But, two teachers are in the job. They are being paid for a month and a half lakh rupees. Various expenses, including infrastructural facilities, result in severe financing. As a result of a shortage of students, central assistance has been suspended for 3,003 schools.

☛ So, these schooling has been decided by school education to connect with one another. For this purpose, school education sources stated that the government had to implement the scheme, plus 2, in the same campus.

☛ Some of the programs announced by the Tamil Nadu government in the field of education will initially be the same. That plan will not disappear over time. Next to the mobile science vehicle, the current psychological center is now in this line.

☛ Education officials do not have any interest in life insurance for these projects. This means that anyone in the welfare of the student does not care.

☛ The Mobile Psychological Center was introduced in 2014 by providing direct counseling to the students and providing counseling to students. Since 17 psychiatrists are present, there is only one center for two districts. Since the vehicle driver is not appointed, it has been stopped in many districts, including Coimbatore. This means that many schools do not have a 'visit' & psychological advisors. In the district of Coimbatore, most of the schools have not visited this school.

☛ Students are under severe stress because of the fear of curriculum and confusion in public schools. Teachers are in a situation where they are unable to condemn students who do not pay attention to their family changes. Therefore, we should appoint a psychologist to the district; In addition, you must appoint someone driving alone.

    STRESS FOR STUDENTS:

☛ Some of the state secondary school headmasters said, 'Counciling is scientifically sensitive and aware of the nature of issues. The authors have suggested that further incidents of suicide, including suicides, have led to further pressure. Therefore, the education department should take appropriate action to reduce the stress of the students.

WHEN WILL STUDENTS BE SHIFTED FROM 99-YEAR-OLD DILAPIDATED SCHOOL BUILDING: HC ASKS AAP GOVT:

    9/24/2018 12:00:00 AM
WHEN WILL STUDENTS BE SHIFTED FROM 99-YEAR-OLD DILAPIDATED SCHOOL BUILDING:

New Delhi:The Delhi High Court has asked the AAP government by when it can shift students from one of its schools, the building of which is 99 years old and in a dilapidated state, saying it was concerned with the safety of the children.

☛ A bench of Chief Justice Rajendra Menon and Justice V K Rao asked the Delhi government to file a status report indicating by when the students would be accommodated in other schools and the time frame for repairing or reconstructing the building.

☛ The court, however, made it clear that the structure in question should not be used for anything else in its present condition as it could cave in any time according to an affidavit submitted by the Delhi government.

☛ The directions from the bench came on a PIL by NGO Social Jurist which has alleged that Rajputana Rifles Heroes Memorial Senior Secondary School in Delhi Cantonment, taken over by the Delhi government in 1975 and getting 100 per cent aid from it, was in a horrible condition.

☛ The Directorate of Education (DoE) of the Delhi government had earlier told the court that a joint inspection of the building in question had revealed that it was constructed in 1919 and has outlived its useful life and was unsuitable for habitation.

☛ Advocate Ashok Agarwal, appearing for the NGO, had earlier said around 450 students are studying in the school and they have been unjustly deprived of adequate physical infrastructure and academic faculty to educate them.

☛ The plea has said though the school is open for all, it mainly caters to the children of servants of military officials who are not in a position to educate their kids in private school.

☛ It has alleged that the school lacks basic amenities, including potable drinking water, functional toilets, science and computer labs, clean classrooms and proper boundary wall and several posts of teaching staff are lying vacant.

☛ The petition has sought direction that the existing building of the school be demolished and rebuilt as a state-of -the-art school. (PTI)
