    ☛ The Union Public Service Commission on Thursday i.e. December 21 announced the results of the UPSC Main exam 2018.

    ☛ The Union Public Service Commission (UPSC) declared the results of the UPSC Main exam 2018 on its official website at upsc.gov.in.

    UPSC MAIN EXAM RESULT 2018: PERSONALITY TEST:

    ☛ Personality test of the selected candidates is likely to commence from February 4, 2019 and will be held at the office of the Union Public Service Commission at Dholpur House, Shahjahan Road, New Delhi-110069.

    TEXTBOOKS WITH QR CODES HAVE BEEN SUPERB FOR THE SCHOOL STUDENTS OF TN:

    TEXTBOOKS WITH QR CODES:

    ☛ In the state of Tamil Nadu, textbooks with QR or quick response codes were launched for the students of classes one, six, nine and eleven. These QR coded textbooks have taken the interest of the students to another level now. Many students feel confident because of these textbooks with QR codes. It is now said that the performance of the students have improved hugely by these textbooks. This has made both students and their parents very happy.

    ☛ A class eleven student of Government Girls Higher secondary school expressed her happiness regarding the textbooks with QR codes. She spoke about how she used to find the subject of Chemistry very tough and how these new energised textbooks carrying QR or quick response codes have improved her performances in the examination. The important point is the students have been able to access quality content online and this has made QR codes a great success. It has been 6 months since textbooks with QR codes first came into being and there have been more than 2 crore scans and more than 1 crore downloads done. In other states like Maharashtra, Andhra Pradesh, Uttar Pradesh and Rajasthan textbooks with QR codes were launched and when compared to these states, the scans and downloads in TN were highest. It is well known that it was the school education department that coined the name ‘Energised textbooks’. The important point to note is the information provided by these energised textbooks were many.

    ☛ The contextualised content in the form of audio and video were accessible by means of codes placed below lessons. By installing DIKSHA app or any other external QR code scanner app, both the students as well as the teachers could get more information. Getting linked to audio, video content or worksheets at the DIKSHA repository is possible by this. According to R. C. Saraswati, principal of Government Girls Higher secondary School, Ashok Nagar, the fear amongst the students have gone down now with the textbooks having QR codes. There is a change in the manner in which the students approach subjects like chemistry, biology, Tamil and mathematics etc. The officials belonging to school education department have pointed out that atleast 4000 QR codes have been placed in the textbooks in the state of TN for the benefit of the students.

    ☛ Mr. Satheesh, state coordinator, DIKSHA and digital assessment, spoke about how more than 36 lakh students have been using these QR coded textbooks and how in the next year these textbooks would also be launched for classes like two, seven, ten and twelve. There were some complaints from the teachers belonging to the government and private matriculation schools regarding the non-functioning of QR codes in maths and biology textbooks. It is now said that these complaints would be looked into. According to Mr. Shanmugavelayutham, convenor, TN-FORCES, the authorities need to train more teachers as many are not aware of the technology. All the teachers have been trained to use the QR codes even before the launch. This was later confirmed by the officials.

    40% DIP IN THE UPSC EXAMINATION RESULTS IN THE STATE OF TN:

    ☛ On Thursday, 20th December 2018, Union Public Service Commission or UPSC announced the results of the civil services (main) examination. It is now very clear that in the state of Tamil Nadu there has been 40 percent dip in the number of candidates qualifying for the interview (personality test) when compared to the previous year. This has been due to the fewer vacancies in IAS, IPS and other services notified in this year.

    ☛ The information that was gathered was out of total 10,400 aspirants who have appeared for the main exams, 1994 have qualified for the personality test. A total of 530 candidates have appeared for the main exams from TN and approximately 131 of these got qualified for the interview. This was confirmed by the managing director of Shankar Academy, S.D. Vaishnavi. She then spoke about the reduction in the number of vacancies and said in the previous year UPSC have notified as many as 990 vacancies whereas in the present year it has come down to 782. Vaishnavi threw light on how the commission would call the candidates only in the 1:2.5 ratio to the interview and how this has caused dip in the numbers. In the previous year as many as 13,365 candidates appeared for the main examinations and in this year the number of candidates was less.

    ☛ Mr. Israel Jebasingh, IAS, founder and director of Officers IAS Academy, spoke about how the details of the results were not known completely and how the total number of students who got qualified for the interview was less when compared to the previous year.

    ☛ From the 4th of February 2019, the personality test would start and the qualified candidates would have to appear for this test. It is well known that the preliminary examinations were conducted on 3rd June 2018 and a total of 6.5lakh candidates wrote the preliminary exam.

    MAHARASTRA CET CELL RELEASES TENTATIVE ENTRANCE EXAM DATES:

    ☛ The State Common Entrance Test Cell, Maharashtra has released the tentative exam schedule for the Common Entrance Tests (CETs) to be conducted in the academic year 2019-20.

    ☛ The CET Cell will start to conduct 16 entrance exams for admission to various programmes in March 2019 and be done by July/August 2019.

    RESULTS OF DIPLOMA COURSE IN PRIMARY EDUCATION:

    ☛ The officials of the state government examination board have informed that the results of the diploma course on primary education will be released in a week time.

    ☛ Teachers’ Training Institutes function in each district on behalf of the State Council of Educational Research and Training under the control of the state government department of School Education.

    ☛ In the above teachers training institutes, diploma course D.El.Ed. is conducted for the posts of Primary Education Teacher. The candidates who complete this course are eligible to pursue and continue B. Ed. Course. They can also join any graduation course.

    ☛ It is mandatory to have completed D.El.Ed. or B. Ed. to work as teachers in all schools for the classes up to 5th Standard. The examinations are annually conducted during August and the results are released during January. This year, only less the 5000 candidates have written this examination. So, the State Board of Examinations has decided to release the results slightly earlier – in another week’s time in December itself. The officials further clarified that there is no truth in the rumour doing the rounds that there were errors in the correction system of the answer papers.

    DELHI UNIVERSITY ADMISSIONS 2019:

    ☛ Attention students! Getting 99 percent in your Class 12th Board examinations may not be enough for your Delhi University dreams. As per the latest reports, the university is planning to introduce entrance tests for All the courses from the upcoming academic session, i.e., Delhi University 2019 admissions cycle. The university already conducts entrance examinations for a select few. However, to tackle the disparity caused by unreasonably high cut offs, the varsity is planning to implement its long standing plan of entrance examinations for all subjects.

    ☛ DU vice-chancellor Yogesh Tyagi told TOI that the varsity is planning ‘hoping to introduce it in the 2019 admission season”. He further added that the details of the entrance based system were not clearly marked out yet. The plan was conceived after suggestions from an independent panel which comprises of education experts, college principals and faculty members.

    ☛ The plan for introducing entrance examination based admissions has been on the anvil for a while and was brought up last year as well. However, the logistics of conducting such an examination as well as the delay in decision making had resulted in deferment. The plan was also not supported widely by the faculty members, pushing it further back.

    ☛ However, the plan is under serious advisement this year. As per reports, the university is considering outsourcing the examination to National Testing Agency – NTA, which has been formed solely with the purpose of conducting competitive examinations. NTA is at present conducting UGC NET December 2018 examination and would be conducting JEE Main 2019 next month. ☛ At present, the admissions to some of the most famous courses in Delhi University – including BA, BCom and BSc courses are based on merit. The admission, it means, is given on the basis of Class 12 Board Examination scores – calculating the best of four. Under the new plan, the varsity plans to given weight to Class 12 marks, but the admission would be also based on the score of the entrance examination.

    ☛ Delhi University has been planning to implement this since 2017. However, no consensus could be reached. At present, however, the probability of the plan’s implementation seems a strong possibility. As to how the varsity, which is without a doubt, one of the leading universities in the country, manage to implement that in a span of 5 months, remains unanswered.

    CBSE AFFILIATION OF GHAZIABAD SCHOOL CANCELLED, STUDENTS ALLOWED TO APPEAR FOR CBSE BOARD EXAM 2019:

    CBSE BOARD EXAM 2019:

    ☛ Central Board of Secondary Education, CBSE has, with immediate effect, cancelled the affiliation of Holy Angel’s Public School in Delhi NCR’s Ghaziabad. The notice was served to the school for not complying with the affiliation bylaws and norms after audit. The de-affiliation would come in effect immediately. However, considering the future of the about 700 students who are presently in Classes 10 and 12, the board has allowed the registered students to appear for the upcoming CBSE 10t 12t Board Examinations 2019.

    ☛ As per the report published in TOI, the notice was served by CBSE’s Assistant Secretary (Affiliation) after the board notices discrepancy in the number of students enrolled for the 2018 board examinations and subsequent numbers. The schools were, for 2019, allowed to register only the number of students that had registered for the OASIS in Classes 9 and 11 respectively. Schools were given option of editing the number due to transfers and drop outs.

    ☛ For Holy Angel’s Public School, the number of students varied from its last year’s numbers. As per the report, as many as 320 students were registered for class 9 and 400 for class 11. While the number of students was not too great, the question was of adequate infrastructure.

    ☛ Reportedly, the school only had two sections each for classes 9 to 12 for the number of students enrolled. This number was way less than the required proportion of infrastructural mandates as laid down by CBSE. The board conducted an audit and has in turn served the school with the de-affiliation notice.

    ☛ As for the future, the school would be required to upgrade the infrastructure and apply for affiliation again. In the interim, the board has permitted all those students who were registered from the school for upcoming February – March 2019 Board Examinations to appear.

    THREE MEDUICAL COLLEGE:

    ☛ Assam government on Wednesday said it will set up three medical colleges in three districts of the state entailing an expenditure of Rs 1,186 crore. The foundation stone of all the three medical colleges which will add 1500 beds to the existing facilities in the government sector will be laid in early January, Health Minister Himanta Biswa Sarma said.

    ☛ "In order to achieve the goal of bringing the healthcare facilities to all corners of the state, the government is going to start three new medical colleges at Nalbari, Kokrajhar and Tinsukia," Sarma told a press conference here.

    ☛ Each college will have 500 beds for patients, 100 MBBS seats for students, he added. The government has earmarked Rs 398.31 crore for Nalbari Medical College, Rs 382.70 crore for Kokrajhar Medical College and Rs 404.63 crore for Tinsukia Medical College.

    ☛ "On January 6, 7 and 9, the foundation stones of Kokrajhar, Nalbari and Tinsukia will be laid. These will be ready in the next three years," Sarma informed.

    ☛ Currently, Assam has six medical colleges at Guwahati, Dibrugarh, Silchar, Jorhat, Tezpur and Barpeta.Four more are currently under construction at Dhubri, Lakhimpur, Nagaon and Diphu, which will start functioning from 2020-21.

    ☛ Once the three announced medical colleges become operational, the state will have a total of 13 medical colleges.

    UGC EASES SELECTION CRITERIA FOR OMBUDSPERSON AT HIGHER EDUCATION INSTITUTES:

    UGC EASES SELECTION CRITERIA:

    ☛ A major obstacle in appointing Ombudsperson at higher education institutes, that the person has to be a retired judge not below the rank of the district judge, has been done away with by the University Grants Commission (UGC), paving the way for swift and commodious way for their appointment. In its new draft regulation on grievance redressal, the Commission has laid down revamped criteria for the appointment of the Ombudsperson, widening the eligibility to the post to any retired Vice Chancellor, Registrar or faculty member, with an experience of at least 10 years.

    ☛ The commission has posted the draft proposal online inviting recommendations from the general public, which they can submit till December 31 this year. Speaking to IANS earlier, UGC Secretary Rajnish Jain had accepted receiving complaints from the education institutes related to their inability to appoint an ombudsperson.

    ☛ Though he did not reveal the nature of complaints raised, it is apparent that a part of the blame lay with the commission for the non-appointment of ombudsperson, since it was the commission which was supposed to recommend three names for the position screened through a search committee to the institution.

    ☛ As per the latest draft also, it is the commission which is tasked with the recommendation of names, but one can hope the task to be a little easier for it after the removal of criterion of district judge.

    ☛ According to the UGC (Grievance Redressal) Regulations 2012, all higher education institutes are required to appoint an ombudsperson for redressing grievances of students. But a superficial survey reveals that none of the central universities, at least in Delhi, has this figure to arbitrate as an impartial authority, or if they have, they have been appointed against the eligibility criteria.

    ☛ The 2012 regulations, as do the latest, issued last week, stipulate that the ombudsperson must not hold, or have held, any office of profit in the university where he or she is appointed. However, in a clear violation of the regulation, Jawaharlal Nehru University has appointed as Ombudsman its own Rector and a professor at the university, who is charged with hearing grievances of only faculty members and not of students at that.

    ☛ Although Delhi University and Jamia Milia Islamia, both central universities, have a grievance cell or committee, they too have no ombudsperson -- the authority provisioned for in the regulation to hear grievances of students after they have "availed of remedies available in such institutions for redress of grievance".

    CBSE 12th BOARD EXAM 2019: ATTENTION STUDENTS! REVISED ASSESMENT PLAN FOR HINDI CORE AND ELECTIVE INTRODUCED:

    UGC EASES SELECTION CRITERIA:

    ☛ Central Board of Secondary Education, CBSE yesterday released a circular regarding the marking and assessment for the Hindi Elective Subject for CBSE Class 12 Board Examinations 2019. As per the circular shared by the school heads, the board has informed that instead of the external assessment of the project work of 10 marks, the schools would now be marking the same internally. Schools would also be conducting an ASL for Hindi Elective and Core which would be for 10 marks.

    ☛ In the circular sent to schools along with the practical examination schedule for CBSE 12th Board Examinations 2019, the board has notified the heads of all the schools of its decision to henceforth conduct an Assessment of Speaking and Listening (ASL) for Hindi Elective and Core subjects. The ASL would be worth 10 marks and would be internally assessed and marked. The new paper pattern or assessment of Hindi Elective and Core is as below.

    UGC EASES SELECTION CRITERIA:

    • ASL worth 10 marks would be conducted by the schools for Hindi Elective and Hindi Core subjects.

    • Project Work (Earlier included as well) would be assessed internally by school. No external examiner would be assigned for the same.

    • Schools would be required to upload the marks scored (out of the total 20) on the online portal available for uploading the internal marks as per the schedule.

    • This in turn revises the total marks to 80 for the external or theory examination for both the subjects.

    • Students to please note that they are required to pass in both the internal assessment of ASL and Project as well as the theory paper separately. The passing marks required is 33 percent in ASL + 33 percent in project work + 33 percent in theory examination which would be conducted in March or April 2019.

    UPTET RREVISED RESULTS 2018 TO RELEASE TODAY, CHECK RESULT AND OTHER DETAILS AT upbasicduboard.gov.in:

    ☛ Uttar Pradesh Teacher Eligibility Test (UPTET) revised result will release today, December 20, 2018, at the official site of UP Basic Education Board at upbasiceduboard.gov.in. Allahabad High Court has directed the Board to issue the marks equally to all the candidates for those three disputed questions of 2018 exams.

    ☛ After the revised results are out, around 5000 new candidates are reported to qualify the examination. The dispute erupted after the Board issued the answer key that contained errors.

    ☛ The UPTET exam was conducted on November 18, 2018, and the answer key of the same was released on November 22, 2018. Around 17 lakh candidates have appeared for the UPTET 2018 exam.

    ☛ Uttar Pradesh Basic Education Board will recruit around 69,000 Assistant Teachers in the state. UPTET is a state level eligibility test for candidates who want to pursue teaching as a career. The examination is conducted by UPBEB and candidates who qualify the examination can apply for teaching jobs for Primary and Upper Primary Level in government schools across the state.

    UPSC CIVIL SERVICES MAIN 2018:

    ☛ UPSC Civil Services Main 2018 Result Update: Union Public Service Commission (UPSC) has declared the written exam result for Civil Services Main Exam 2018. Candidates who have appeared in the written exam can check their results through the official site of UPSC at upsc.gov.in. The UPSC Civil Services Main 2018 exam was conducted from September 28 till October 07, 2018 across the nation.

    ☛ Candidates who will qualify the examination will be called for personality test for selection to the Indian Administrative Service(IAS), Indian Foreign Service (IFS), Indian Police Service (IPS) and other central services (Group A and Group B). The UPSC Civil Services Main 2018 exam will fill up 782 posts in various Administrative services.

    ☛ The Personality test for the qualified candidates will commence from February 04, 2019 at Union Public Service Commission at Dholpur House, Shahjahan Road, New Delhi-110069. A total of 1994 candidates have qualified the examination and will appear for the personality test. The preliminary examination of Civil Services was held on June 03, 2018 and the result was declared on July 14, 2018.

    IBPS CLERK PRELIMS 2018:

    ☛ Institute of Banking Personnel Selection, IBPS is expected to release the result for the IBPS Clerk Prelims 2018 examination soon. As per the past trends, the results for the preliminary examinations are expected within 10 to 15 days of the examination. Official notification available on ibps.in suggests that the IBPS Clerk Prelims 2018 results would be released in the month of December or January on ibps.in.

    ☛ IBPS conducted the IBPS Clerk Prelims 2019 on December 8, 9 and 15. The results are usually released within 10 to 15 days. It is expected that the IBPS Clerk Prelims 2019 results would be released by December 28 or 31. The main examinations would be conducted for all those who qualify on January 20, 2019.

    ☛ Candidates who have appeared for the examination are advised to keep a check on the official website ibps.in for updates regarding the same. Please note, the marks of the preliminary examination would not be considered for the final recruitment. Also, the expected cut off for the preliminary examination has been shared by experts. The cut off would vary for every state – depending on the candidates who have applied for that state.

    RRB ALP REVISED RESULTS 2018 FOR FIRST STAGE CBT TOMORROW-UPDATES ON APPLICATION FEE REFUND HERE:

    RRB ALP REVISED RESULTS 2018:

    ☛ Railway Recruitment Board, RRB is scheduled to release the RRB ALP & Technician Exam 2018 results tomorrow, December 20, 2018. As per the official notification available on rrbmumbai.gov.in and other regional RRB websites, the revised results for the RRB ALP & Technician 1st Stage CBT would be released on respective RRB websites. In the interim, the board has started the refund of the application fee for all those candidates who have appeared for the said examination. Check updates here.

    ☛ RRBs were scheduled to activate the link for updating and correcting the Bank Account details for the First Stage CBT Fee Refund. Please be informed, as per the latest update released by the RRBs, the process of refund is currently in place and expected to be complete only by December 20. Accordingly, the board would now activate the link for uploading the correct bank account details from December 21, 2018.

    ☛ In the meanwhile, all those who have not received the refund are advised to be patient till December 20. Also, there is no update regarding the change in result date for RRB ALP & Technician Exam 2018. Candidates are hence advised to keep a check on the official website for the same. The revised results are expected to be released early tomorrow.

    ☛ Central Board of Secondary Education, CBSE is at the verge of completing the pre-examination formalities for the upcoming class 10 and 12 board examinations 2019. The board is now expected to release the CBSE 10th 12th Board Exam 2019 date sheet soon. With the vocational examinations starting in the second half of February, many are expecting the date sheet to be released sooner than its usual January schedule. Ahead of the release, here is a quick look at the list of examinations that would be conducted in the month of February, as available on cbse.nic.in.

    ☛ All the students and parents are reminded that as per the CBSE Circular, these subjects are not the final list. The final list would be released only once the actual date sheet for the CBSE Board Examinations 2019 is released. Also, the actual schedule of these examinations would also be released only along with the date sheet.

    ☛ Parents and students are again notified that the board examinations this year would commence from February third week (in board’s words – second half of February). The board has taken the decision to conduct the vocational examinations in February in order to speed up the schedule, so as to comply with Delhi HC’s order to complete the results before Delhi University admissions begin. ☛ As per the timelines, it can be expected that the CBSE 10th 12th Board Examinations 2019 may begin from about February 18 and end by April 10. CBSE may also be expected to release the results earlier than usual by May 15, so as to complete the revaluation results before June 1, when the Delhi University Admissions begin. These dates, however, are based on timelines and actual dates are not available at present.

    JNUSU CHEIF ACCUSS UNIVERSITY OF ‘LYING’ ABOUT AGENCY TASKED TO HOLD ENTRANCE EXAM:

    ☛ Jawaharlal Nehru University Students' Union president N Sai Balaji has accused the administration of "lying" about the agency which had been tasked to hold the varsity's online entrance examinations. He said he had filed an RTI seeking details of the tender bids for holding the examination for the academic year 2019-20. He said he had filed the RTI in October and received a reply on December 10.

    ☛ In the RTI, Balaji had sought to know the name of the agency which was selected for holding the Jawaharlal Nehru University (JNU) online entrance examinations and also asked for the copy of all the bids for the tenders received. The JNUSU president was told that the information was not available and could not be provided at this point of time as the bid evaluation was under process.

    ☛ "After the academic council meeting on December 7, the varsity had said that the National Testing Agency had agreed to conduct the computer-based entrance examinations. Either they were lying then or the RTI reply is a lie," he said. Balaji said he had also sought for a copy of the advertisement for the tender bids for holding the online entrance examinations.

    ☛ "The RTI reply said the tender documents were uploaded on the Central Public Procurement Portal which is in the public domain. But the details have not been uploaded on the website," he alleged. The JNUSU chief also questioned the varsity over its claims of the paucity of funds.

    ☛ "If the varsity is facing a paucity of funds, how is it conducting the online entrance examinations which require a huge amount of funds?" he said.

    ☛ He claimed the cost of holding online entrance exams at more than 72 centres was anywhere between Rs 8 crore to Rs 11 crore, whereas the cost of holding the examinations using paper was around Rs 3 crore.

    ☛ In the past science subject was highly preferred by the students after completing their tenth class in the state of Tamil Nadu and many students joined science stream. The latest news is the trend has reversed and the number of class 11 students who opted for the science stream this year has reduced by 15,000 at private and matriculation schools in TN. It is brought out that 10,000 more students opted for commerce group after completing their tenth class. This has been confirmed by an official data.

    ☛ There are few factors such as NEET or National Eligibility Cum Entrance Test, poor engineering placements, not so difficult commerce subject etc and these factors were responsible for the students to opt for commerce group in their 11th class. This was as per the opinion teachers and experts. Mr. S. Prabhudoss of TN Post Graduate Teachers Association expressed his thoughts and said besides dip in the initial enrollment, many toppers opted for commerce group in class 11 during the academic year. He also threw light on how the advice given by peers, teachers and neighbours etc played role in changing the mindset of the students and how the students selected commerce group. It was brought out that the students were advised by these above mentioned people regarding the possibility of getting job without much difficulty if they joined commerce group. The above mentioned group of people assured the students of jobs as a basic degree was only required to apply for the competitive examinations conducted by the banks and public service commission.

    ☛ As per R. Vishalakshi, president of TN private matriculation schools association, many students preferred commerce with computer science group than commerce with business mathematics group as there was not much difference in the job opportunities or in the initial pay offered to BSc (computer science) graduate when compared to B.E/B. Tech computer science graduate.

    ☛ Mr. Prabhudoss later spoke about how except for the government colleges, fees are high in most of the colleges and how many private self-financing colleges have started offering B.Com courses with scholarships. Many mediocre students who do not have a chance of admissions at the government colleges through single window counselling opt for commerce. Educationalist Mr. Prince Gajendra Babu was of the opinion that NEET was the main factor that was responsible for the students to opt for commerce group. The students who do not have resources or can’t spend their time for another entrance test prefer commerce group in their class 11. He explained about the rise in the NEET applications despite reduction in science enrolment and said students who are already pursuing their higher secondary would give it a chance. He later spoke about how these students have very little chance to clear NEET as they would be competing with the students who study in the private coaching centres.
